How do I control the transparency of menu display?

There is no such an option, otherwise you would have found it in the only possible submenu: the GUI configuration one.

Maybe some more info about what you want to do?
Do you want to have a transparent meny so you can see the playing channel in the background or do you want the skin in it selv to be transparent?
If you want to make the whole skin transparent you can do that under AV and Video Settings but that only works for skins that have "Picture In Graphic"
If the skin have a small mini TV screen when you scroll through the menu system or your channel list then it want work.
