@Mr.who : Try to use external DC injector device to supply a power to your LNB, respecting V/H polarisation voltage 13/18V. I suggest to use a power supply with adjustable tension/current limit. If the current will be more than 400 mA, you have problems with cables/LNB.

There is a special electronic circuit for diseqc in the receivers.
It usually consists of a special chip/IC and FET / MOSFET transistor.
I suppose that most suffer these FET / MOSFET transistors.

If diseqc electronics is direct in the tuner
then the greatest possibility for failure is in tuner.
However no guarantee.

The reason why this part can failure should be sought at a relatively high current to power the motor as well as in static electricity that could arrive there via cables.

there is not overload protection on tuner which block the output tension?

Of course if this is the cause

I think there is some protection
But it is not protection in all cases.
Static electricity is very difficult for 100% protection

when i returned at home i open the box, the tuner UP, SNR+ voltage Oki !!
it makes me crazy this tuner :/

i think that the problem is resolved,
cause: Sagem usb wifi adapter connected with 50cm usb cable, on cat /proc/bus/usb/devices there is 500mA consumption on usb wifi driver.
perhaps it cause PSU, Tuner or electric circuit overlod
when i disconnect the USB wifi adapter, i have no problem occurrence.
