Speed Up panel

I don't mean to be obtuse, but where do I find the Speed Up panel? I only saw it once during the initial startup wizard and cannot find it since.

In Black Hole you can access it by pressing the Blue button, twice, check if Open Black Hole is the same, otherwise check the Menu options.
