Issue with C.I

Not sure wots going on my sr fluxuates from 60 to 0 could this be a cam issue.
Im thinking its a Firmware issue as i have tried other same box doing the same.
cams running cccam2.1.3 oscam4856 can anyone shed some light on this please.
I have put a Sat meter so thats sides fine.
